					<description>J.D. is 100% correct when he places our energy crisis squarely on congress' shoulders. It's true that market forces beyond the U.S.' control determine the price of today's gasoline. However, remember, they call it the law of supply and demand. 
Congress has artificially limited the U.S.' domestic crude oil supply and our refinery capacity since the '70's. It has frozen our nuclear power program in time, while most of Europe and much of Asia have moved smartly forward with this clean energy.
However, we citizens deserve some credit with our NIMBY - Not in My Back Yard mentality. Take my state, Florida, for instance. We keep sending Senators from both parties back to Washington, one from each party, who are adamant about no drilling within 150 miles off Florida's coast.
I've lived in California and seen the oil rigs off the coast. They haven't slowed California's tourism one iota and they wouldn't slow Florida's tourism either.
Last, don't get me on oil shale - the largest reserves right here in North America. Will congress please explain why Canada can develop its tar sands and we can't develop our oil shale? 
Don't bother. The reason is that the oil companies fear that if we make too big an effort to develop oil shale, OPEC will drop its oil price below the estimated $75 per barrel oil shale would cost. The oil companies have good reason to be concerned. OPEC did this before, when the oil companies tried developing oil shale in the '80's.
The solution is to guarantee the oil companies that oil will never cost less than $80 per barrel in the U.S. regardless of what OPEC drops it to, in the form of a tarrif. Brazil used a similar price floor to give its ethanol industry time to become competitive.
